Open Enrollment & Transfer Information

 
Open Enrollment (House Bill 3681)
Oregon school districts have the option to participate in the non-district resident student open enrollment process in accordance with House Bill 3681The annual timeline for HB3681 open enrollment is:
  • March 1 – School districts announce number of students it will accept for the next school year if participating.
  • April 1 – Deadline for students to seek consent from districts accepting HB3681 transfers.
  • May 1 – Deadline for receiving district to provide written notice of consent of transfer to district of residence.

For the 2014-2015 school year, St. Helens School District will accept 20 non-resident students from outside the St. Helens School District geographic region in grades K-12 with exclusion of CCEC and CRYC.  Non-resident students interested in attending CCEC or CRYC need to apply through the Interdistrict Transfer process.

Under the open enrollment option, districts are only responsible for transportation of students within their district boundary. Therefore, transportation is not responsibility of St. Helens School District. Families are strongly encouraged to review the Oregon Department of Education HB 3681 Frequently Asked Questions and the Oregon School Activities Association (OSAA) Position Statement prior to applying.
  

Application Information

To apply for an open enrollment position in St. Helens School District, please complete and return the Non-Resident Student Enrollment Application  in person at St. Helens School District, 474 North 16th Street, St. Helens, OR 97051 or return via email to amandas@sthelens.k12.or.us prior to April 1, 2014.  An equitable lottery process will occur if SHSD receives more applications than openings.

****Students seeking open enrollment placement outside of St. Helens School District need to contact the school district they are interested in attending. ****


Interdistrict Transfers

Transferring students from one school district to another may also occur through an interdistrict transfer application process.  Interdistrict transfers out of or into St. Helens School District are approved or denied in accordance with board policy JECF – Interdistrict Transfer of Resident Students and administrative rule JECF ARIf a transfer is approved, the transfer is valid for either one school year, the remainder of a school year, a period of time designated, or until revoked.
 
The 2013-2014 Interdistrict Transfer Application window to transfer out of St. Helens School District closed August 21, 2013.  Mid-year requests may be submitted for review and consideration in person at St. Helens School District, 474 North 16th Street, St.Helens, OR 97051 or to Amanda Stuber via email at amandas@sthelens.k12.or.us.

Intradistrict Transfers

Transferring students from their resident K-6 school to a non-resident K-6 school within SHSD may occur with approval of the resident and non-resident principals and superintendent in accordance with board policy JECBB – Intradistrict Transfer Students and JECBB-AR – Intradistrict Transfer Procedures.

Unless otherwise posted, intradistrict transfer applications may be submitted anytime during a school year.  The 2013-2014 Intradistrict Transfer application window for a September 1, 2013 effective date closed August 16, 2013.
