Public Records
As a public entity, St. Helens School District is committed to making public records available, as required by state law (Chapter 192 of the Oregon Revised Statutes) and School Board Policy KBA-Public Records and Public Records Request KBA-AR.
SUBMITTING YOUR REQUEST
The Communications Department is responsible for administering, tracking and fulfilling public records requests made to St. Helens School District. The Communications Department works with other district staff as appropriate to fulfill public records requests. All public records requests must be submitted using the online Public Records Request form.
Under Oregon's Public Records Law, "every person" has a right to inspect any nonexempt public record of a public body in Oregon, including school districts. A "public record" is broadly defined to include "any writing that contains information relating to the conduct of the public's business...that is prepared, owned, used or retained by a public body regardless of physical form or characteristics." TIMELINE FOR PROCESSING REQUESTS
The District will complete its response as soon as practicable and without unreasonable delay per Board Policy KBA-AR, and may charge a fee reasonably calculated to reimburse actual costs incurred. The costs associated may include locating, photocopying, reviewing, redacting, legal advice, and mailing the documents. Cost estimates will be provided to the requester in advance so the requester can determine whether or not they would like the collection of records to proceed. If a cost will be assessed for the collection of records, the requester may be asked to pay the fee in advance.
Fee Schedule:
- Clerical Time: $40 per hour
- Administrator Time: $90 per hour;
- Attorney Time: $300 per hour;
- Printing: $0.25 per page.
