Dr. Karen Fischer Gray Appointed Acting Superintendent of the St. Helens School District

St. Helens, OR – The St. Helens School District is pleased to announce the appointment of Dr. Karen Fischer Gray as the new Acting Superintendent. Dr. Gray brings over three decades of leadership, innovation, and dedication to public education, spanning roles as a special education teacher, administrator, and superintendent in districts across Oregon and California.

Dr. Gray’s extensive career highlights her passion for student success and equity. She has led transformative initiatives in school improvement, professional learning communities, and culturally inclusive leadership. Her tenure includes serving as Superintendent of the Coos Bay School District, the Parkrose School District in Portland, and most recently, the Lincoln County School District in Newport, Oregon.

Mathieu Douglass, Board Chair for the St. Helens School District, states, "Dr. Gray impressed me with her twenty-plus year resume as a superintendent for three separate school districts, her record in turning schools around, and her track record in connecting with her communities and having their voices properly heard. The Board voted unanimously to move forward with her for many good reasons, and I am personally relieved that we will be able to work with someone that easily fills all the criteria our community was looking for."

Dr. Gray’s educational background is equally impressive. She earned her Doctorate in Educational Leadership, Policy, and Management from the University of Oregon, where she also holds administrative credentials. With a Bachelor’s and Master’s degree in Communicative Disorders from Cal State University Fullerton, Dr. Gray began her career in special education before advancing to administrative roles.

Her accolades include being named Oregon Superintendent of the Year (2018), receiving the Spirit of Portland Award (2015), and earning recognition for her contributions to equity and school improvement statewide.

Dr Gray states, “I am delighted to get the opportunity to work in partnership with the St. Helens School District community. Together we will build a deep and lasting foundation that celebrates our students in an environment of positivity and support. I am looking forward to meeting you all.”

Tonight’s School Board Meeting Moved to Remote Format Due to Safety Concerns

St. Helens, Ore. – Due to recent incidents involving the doxing of employees and board members, and threats with gun-related implications directed at tonight’s board meeting, the SHSD acting board chair made the difficult decision to shift the meeting to a remote format to ensure the safety of all attendees.

These acts of intimidation and threats are deeply troubling and have no place in our community. The St. Helens School District is committed to providing a safe and respectful environment for open dialogue and decision-making. All information related to these incidents has been reported to law enforcement.

Dear St. Helens Students, Staff, and Community,

As my time as acting superintendent of the St. Helens School District comes to an end on January 31, 2025, I want to take this opportunity to reflect on my journey with this remarkable community and share the progress we’ve made together during a challenging period. Serving this district has been both an honor and a deeply humbling experience.

First and foremost, I want to express my profound gratitude to the wonderful people of St. Helens. Throughout my time here, I have encountered individuals who care so deeply about their children, their schools, and their community. This collective passion and commitment have been a source of inspiration as we worked to address difficult issues and rebuild trust.  I’d also like to acknowledge the district staff and administration for their teamwork in responding to the crisis.

When I stepped into this role, the Board of Directors tasked me with stabilizing the district during a time of upheaval and ensuring that the leadership had a clear path forward. With this objective in mind, I plan to finalize a comprehensive corrective action plan to ensure sustained progress and accountability before my departure. This plan is rooted in the extensive work completed during my time here and outlines actionable priorities to guide the district forward. It reflects a commitment to transparency, leadership development, and community trust, addressing the needs of the district comprehensively.

To that end, we have made significant strides:

Strengthening Leadership:
On December 4, 2024, Dr. Charlotte Ellis was appointed acting principal at St. Helens High School, supported by retired superintendent Mr. Ken Parshall, who has provided invaluable guidance to the high school administrative team.

Independent Investigation:
A third-party investigation, led by Dr. Dave Novotney, was initiated to objectively examine the district’s policies, training processes, and accountability systems. This investigation is key to understanding what happened and ensuring such failures do not occur again. The district will release the findings and recommendations of this investigation, as permitted by law, once the investigation has concluded.

Community and Law Enforcement Collaboration:
I have met with the St. Helens City Mayor, St. Helens Mayor-Elect, St. Helens Acting Chief of Police, Columbia County Sheriff, Columbia City Mayor, and other community leaders to build partnerships aimed at restoring confidence in our schools. We have cooperated fully with criminal investigations by law enforcement, DHS, and other agencies to address allegations of misconduct.

Community Engagement:
To improve communication and listen to your concerns, we launched a comprehensive community engagement plan. I held meetings at every school to connect with staff, answer questions, offer support and assurance, and share my plan for the district moving forward.

In addition, we held a total of five listening sessions with students, staff, parents, and community members, including a Spanish-speaking session, to ensure all voices were heard. These sessions, facilitated by outside experts, allowed for open dialogue and valuable feedback in a small group setting. For those who did not wish to speak openly in the group, I made myself available for one-on-one conversations.

I also held multiple media briefings to provide timely updates and ensure transparency. Starting from my first day in November 2024, we also held three additional virtual media briefings in 2024 and an additional two in 2025. These efforts reflect our commitment to earning back your trust through transparency, communication, and action.

In addition, we will invite our community to review the preliminary corrective action plan, scheduled to be released this week, and provide feedback before finalizing it.

Despite the challenges we faced, I remain optimistic about the future of this district. The more than 300 dedicated staff members who show up every day to serve your children with compassion and care are proof of the strength and resilience within this community. For so many, teaching is not just a job but a calling, and I am deeply saddened that the alleged actions of a few have cast a shadow over their incredible work.

I understand that this community has been hurting, anxious, and angry. The failures to protect our children—and the adults who allegedly failed to act when informed of misconduct—have understandably shaken trust in the district. However, I am confident that the plans we will put in place will guide the district toward a stronger, more transparent future. 

As I prepare to step away, I want you to know that I am leaving the district with a strong foundation and a clear path forward. The Board of Directors has scheduled a planning meeting on January 15, 2025, at 6:00 pm to discuss an expedited acting superintendent search process with the next acting superintendent beginning on February 3, 2025. At this meeting, the Board will solicit public comment on the qualifications and characteristics desired in the successor acting superintendent. Human Capital Enterprises, a highly regarded public education executive search firm with deep experience in Oregon, will be assisting the Board pro bono.

It has been a privilege to serve St. Helens during this critical time. I am grateful for the opportunity to work alongside so many caring and committed individuals, and I leave with great hope for what lies ahead. Together, we have laid the groundwork for a brighter future, and I am confident that this community’s unwavering dedication to its children will see it through.

Mathieu Douglass Appointed to St. Helens School District Board

St. Helens, OR – At the St. Helens School District Board work session held last night, the Board appointed Mathieu Douglass to serve in Position 3 on the St. Helens School Board. The Board is confident that his contributions will positively impact the district’s students, families, and staff.

Pending the successful completion of a background check, Mr. Douglass is set to be officially sworn in at the January 15, 2025, School Board planning session.

Reflecting on his appointment, Mr. Douglass stated, "The first step in solving any problem is to face it directly—without assumptions or bias. It’s crucial to examine the evidence, understand the environment, and consider the circumstances shaping the issue. To do this effectively, I’ll need the help of everyone—students, teachers, parents, and administrators. Each group has an important stake in resolving these challenges, and their ideas and perspectives are essential. I applied for this position not just to address today’s challenges but to help build a stronger, more connected future, and I want the community to hold me accountable for that commitment. Important Community Update Regarding Police Investigation

ST. HELENS, OR – We have just learned that Eric Stearns has been arrested today on additional charges of sexual abuse.

We are deeply saddened by the pain and trauma that these events have caused. Our thoughts are with the victims and all those impacted by this deeply troubling situation.

We want to assure our community that if any employee under investigation is found guilty, they will be held fully accountable in accordance with due process as outlined in employment contracts, collective bargaining agreements, and the law. At the same time, we must allow the investigation to proceed without interference, ensuring fairness and respect for all involved.

The St. Helens School District remains fully cooperative with law enforcement as this investigation unfolds.

Welcome Back and Looking Ahead

Dear St. Helens Students, Staff, and Families,

As we welcome our students and staff back from winter break, I hope you had a happy and restful holiday season filled with meaningful time with loved ones and the creation of lasting memories. There’s nothing quite like the start of a new year to reflect on where we’ve been and refocus on the road ahead.

In that spirit, I want to acknowledge the serious challenges facing our school community. Addressing these challenges is a shared priority, and your voice plays a critical role in shaping the path forward. We remain committed to fostering an environment that is safe, supportive, and inclusive for all students and families.

While we work through these challenges, it’s equally important to celebrate the many incredible things happening in our schools every day. Our students and staff accomplish amazing feats, and we are committed to shining a light on their successes. To that end, we are excited to announce the return of the SHSD Good News Edition Newsletter. This newsletter will highlight the accomplishments, activities, and moments of pride within our district that truly exemplify the spirit and dedication of our school community. The investigations continue to move forward. Dear St. Helens School District Students, Staff, and Community,

There's an old adage that it takes a long time to build trust; but only a short time to lose it. It has been nearly a month since our tight-knit community was rocked by news of alleged sexual abuse and professional misconduct by members of the St. Helens School District staff.  This resulted in drastic upheaval in District leadership, anger and uncertainty among families and civic leaders, and a lot of soul-searching within our school system. 

St. Helens School District is facing a crisis in confidence. We are committed to doing whatever it takes to rebuild trusting relationships with our parents, the public, and each other.

I have been on the job as Acting Superintendent for just ten days, and it has been a whirlwind experience. As I work to read myself into the situation one thing has become very clear – our community has many questions, and they want and deserve answers. More specifically, they want us to find out exactly how this happened, what we are doing about it, and how we can move forward to ensure that our students are safe at school.

The St. Helens School District  Board of Directors has tasked me with the following priorities over the next 90 days:

• Stabilize the District and high school administration while managing the day-to-day operations of the school district. Superintendent Scot Stockwell and SHHS Principal Katy Wagner are on administrative leave pending the resolution of these matters. On December 4 we named Dr. Charlotte Ellis as the acting principal at St. Helens High School. She will be assisted by retired school superintendent Mr. Ken Parshall, who will serve as an advisor to the high school administrative team. 
• Request an independent, third-party investigation to examine objectively what happened and how. That investigation is already underway. It is being led by retired Superintendent and experienced investigator Dave Novotney, Ph.D.  His scope of work includes (a) reviewing district policy implementation on mandatory reporting, suspected misconduct harassment reporting, staff ethics, and related areas, (b) evaluating district training processes and accountability systems, and (c) assessing district culture and its fidelity to these policies. Findings and recommendations will be shared with the community, as permitted by law, with the final report expected within 45 to 60 days. This timeline is subject to change based on what is learned through the investigation. The district is committed to taking corrective action and holding people accountable.
• Cooperate fully with criminal investigations by law enforcement, DHS, and other agencies regarding employees or former employees accused of criminal sexual abuse, failure to report abuse or misconduct. I have met with the acting police chief and other civic leaders to strengthen mutually supportive communication partnerships.
• Launch a comprehensive community engagement plan to improve communication and listen to the community about steps the district should take moving forward. In that regard, I have been meeting with school site staff. We are also conducting school-based Listening Sessions to give voice to the concerns of our families and employees. Two sessions at our Middle School and High School are being held the week of  December 16-20. Two more sessions for our elementary families will be held right after the Winter Break. Additionally, the district will host a Spanish-speaking listening session after the Winter Break. Our team, with assistance from the Northwest Region Education Service District, is working on developing a plan, format, and schedule for these. For the latest updates, we have created a designated “Responding to Controversy” link on our district home page (www.sthelens.k12.or.us). We are also hosting weekly virtual briefings with reporters and news outlets up until the winter break and that information will be shared with families and employees.

Be assured, that if the employees under investigation are found guilty, they will be held accountable, consistent with due process outlined in employment contracts, collective bargaining agreements, and applicable laws. At the same time, we must let the investigations run their course in fairness and respect to all parties.

Dr. Charlotte Ellis Named Acting Principal, St. Helens High School

St. Helens, Ore. – The St. Helens School District is pleased to announce that Dr. Charlotte Ellis has been appointed as the Acting Principal of St. Helens High School. Dr. Ellis brings a wealth of educational leadership experience, a passion for student success, and a commitment to fostering equity and inclusion within school communities.

Dr. Ellis will focus on three key areas as part of her entry plan:

1. Stabilizing Campus Administration: Establishing a cohesive and effective leadership team to support staff and students alike.

2. Rebuilding Relationships and Restoring Trust: Prioritizing meaningful connections with students, staff, families, and the broader school community to foster unity and repair relationships critical to a supportive learning environment.

3. Elevating Student Voice: Ensuring students are active participants in shaping a safe and supportive learning atmosphere that promotes academic and personal growth.

In addition to Dr. Ellis's leadership, the district has partnered with Mr. Ken Parshall to provide additional support and guidance to the high school administrative team. Mr. Parshall brings over 35 years of experience in education, having served in various roles including teacher, coach, principal, assistant superintendent, and superintendent. He concluded his distinguished career as the Superintendent of Schools for the Jefferson County School District. Mr. Parshall will collaborate with St. Helens High School administrators and staff to further strengthen school operations and outcomes.

Her track record of success in leading schools and her focus on building safe, supportive, and equitable learning environments will be invaluable as we work together to ensure the success of every student. Dr. Ellis earned her Doctorate in Education with a specialization in Leadership for Learning from the University of Washington. She brings a wealth of experience to her role, having served as Principal at Stevens Middle School, Assistant Principal at Pasco High School, Director of Teaching and Learning, and Executive Director of School Leadership. Throughout her career, she has led initiatives in professional development, curriculum alignment, and the implementation of student-centered practices, demonstrating her commitment to fostering academic excellence and meaningful learning experiences.

When asked about her upcoming work at St. Helens High School, Dr. Ellis stated, "My moral purpose has always been rooted in a deep commitment to serving others and putting students first, and it is this guiding principle that has led me to this role. I am deeply honored to serve the St. Helens community and am dedicated to listening with empathy, responding with care and compassion, and working tirelessly to rebuild the trust that is essential to our schools and community. A key part of this effort is lifting the voices of our students, ensuring they are heard and valued. As a servant leader, I place students at the heart of every decision and to do what is right for them. I look forward to beginning this important work immediately."

We have launched an independent, third-party investigation to thoroughly and impartially determine what occurred and why. Findings and recommendations will be shared with the community, with the final report expected 45 to 60 days after the investigation begins.  This timeline is subject to change based on what is learned through the investigation. The district is committed to taking corrective action. 

To ensure stability at the high school, we are moving quickly to appoint an acting principal who will provide clear and steady leadership. This temporary appointment will remain in place until the legal process concludes, and we will ensure that all actions are consistent with due process.

The district will continue to fully cooperate with law enforcement and the Department of Human Services as the investigation unfolds.

Good morning and thank you for being here. 

I understand that the community of St. Helens is hurting, anxious, and, in many cases, angry. Many of you are outraged that the system failed to protect this community’s children and that some adults allegedly failed to act when informed of misconduct.  

I want to echo the words of a St. Helens parent who recently spoke at a public meeting and whose comments were reported by the media: Families do not give us their students. They do not give us their children. They give us their babies. It is a sacred trust, and we have a moral obligation to honor it with reverence. That trust has been broken.  

The district has significant work ahead to repair relationships and rebuild trust. Healing this pain will take time, decisive action, transparent communication, and community engagement.

The St. Helens Board of Directors has tasked me with the following priorities over the next 90 days:

1. Stabilizing district and high school administration while managing the day-to-day operations of the school district.
2. Requesting an independent, third-party investigation to examine objectively what happened and how.
3. Cooperating fully with investigations by law enforcement, DHS, and other agencies regarding employees or former employees accused of criminal sexual abuse, failure to report abuse, or misconduct.
4. Launching a comprehensive community engagement plan to improve communication and listen to the community about steps the district should take moving forward.

I understand that this community wants answers—and deserves them. I commit to sharing what we learn, as allowed by law and guided by legal counsel, as the investigations proceed.  

If the employees under investigation are found guilty, they will be held accountable, consistent with due process outlined in employment contracts, collective bargaining agreements, and applicable laws. At the same time, we must let the investigations run their course in fairness to all parties. 

To address these issues swiftly, the district will take the following steps:

1. Independent Investigation:

The investigation will launch Monday, December 2,  conducted by an external investigator through NWRESD to ensure objectivity.

As conferences are underway this week, we want our students and staff to re-focus on learning, academics, and the activities that make school meaningful.

The district’s more than 300 staff members show up each day to serve our children with compassion and care.  For many, teaching is not just a job but a calling. I am deeply saddened that the alleged actions of a few have tarnished the reputation of this district and its dedicated staff.

Starting tomorrow, we enter Thanksgiving break. You will continue to receive updates from our office after the holiday as we work together to rebuild trust, improve communication, and move forward.

The St. Helens School District Board of Directors voted unanimously Monday night to appoint Dr. Steve Webb as acting superintendent. Webb will serve under a 90-day contract, effective immediately.

The board acknowledged the magnitude of the current crisis and the challenges facing the district following recent allegations of employee misconduct and concerns about the lack of transparency from some district and school leaders.

“We know that it will take concerted effort and significant time to address the trust that has been broken between our community and school district,” said Trinity Monahan, acting chairperson for the board. “We are pleased that Dr. Webb, a veteran superintendent and a highly regarded educational leader, has joined us to help our district and community come together, heal and move forward.”

Webb brings a wealth of experience to the role, with a distinguished career in K-12 education spanning nearly four decades. Currently an executive search consultant with Human Capital Enterprises and a national senior consultant for the American Association of School Administrators (AASA), Webb previously served as superintendent of Vancouver (WA) Public Schools from 2008 to 2021.

During his tenure in Vancouver, Webb was recognized for:

• Expanding K-12 program choices;
• Integrating technology to enhance teaching and learning;
• Rebuilding and improving educational and athletic facilities;
• Enhancing safety security measures;
• Recruiting highly qualified educators and administrators; 
• Strengthening school-community partnerships; and
• Improving student achievement.

His career also includes roles as superintendent in Apple Valley, California, district administrator, high school and middle school administrator, and classroom teacher. Webb’s professional accolades include the Washington State Superintendent of the Year, AASA National Superintendent of the Year finalist, and AASA Dr. Effie Jones Humanitarian Award.  He earned a doctoral degree in educational leadership from Seattle University.

In his new role, Webb will focus on stabilizing district and school leadership, listening to stakeholders, and recommending actions that are needed to address the district’s current crisis and long-term needs.

Dr. Webb's service could have concluded at any time during the 90-day contract. The contract allows for either party to provide written notice upon 10 days for resignation or termination.  This provision would allow the parties to determine the appropriate transition, in light of the existing employment relationship with the current superintendent on paid administrative leave.  The objectives the Board requested from Dr. Webb will have been achieved by January 31, 2025.  This will allow the next acting superintendent to focus on the next set of priorities- executing the correct action plan, 25-26 budget development, and program and staffing planning for the next school year.  It was never intended for Dr. Webb to serve as acting superintendent for the balance of the school year.

St. Helens School District leaders are gathering information in three ways: input shared at a series of listening sessions, feedback from one-on-one conversations with community leaders, and results of an independent third-party investigation that will include recommendations. This information will all be used to develop an informed action plan. This plan will include corrective action to address the concerns raised, respond to the current crisis, and ensure a safe and supportive school climate.

Dr. Webb had a long, successful tenure in VPS as superintendent.  His departure earlier than previously announced has a very simple explanation.  In November 2019, the community elected three new board members to the board, constituting a new majority.  Those new directors were sworn in in January 2020.  In March 2020, the pandemic closed Washington’s schools.  VPS, like other school districts across the country, was managing the politics of masking mandates, remote learning, hybrid learning, and in-person learning.  In February of 2021, the new board chose to move in a different direction and by mutual agreement with Dr. Webb, negotiated a separation agreement.  That separation was without cause. Superintendents are at-will employees, much like head football coaches in the NFL.  When ownership makes a change with the team’s GM, often, the GM wants their fingerprints on who is running the team.  Dr. Webb respects the governance right and responsibility of elected boards to exercise that authority.

Newberg and Greater Albany School Districts experienced similar transitions in the superintendent position during the same period due to make-up changes in their school boards.  In response to those employment separations, ORS 332.505  was amended in 2023 to address without-cause terminations to provide additional employment protections to superintendents:  “If the superintendent and the district school board mutually agree to include a termination-without-cause provision in the contract, the district school board may terminate the superintendent’s employment, without cause, at any time during the contract period only if the district school board provides the superintendent with at least 12 months’ notice of the termination.”

Boards, as advised by legal counsel, will often place a superintendent out on leave, while the terms of the separation agreement are being negotiated between the parties.  That was the case in VPS.  

Yes, as required by Oregon law, Dr. Webb completed the reciprocal administrative license application and background check prior to his first day of employment. Dr. Webb has an OR emergency administrative license which is valid for 90 days while TSPC reviews his current Washington continuing administrator license and superintendent credential.

After the Board took action on November 15, 2024, to place the superintendent on paid administrative leave, it was of critical importance that the District initiate the process to identify and retain someone to perform the chief administrative officer responsibilities for the District. To accomplish this, and as advised by the district’s general counsel, the Board took action in an open session at the same November 15, 2024 meeting and delegated authority to the acting board chair to identify an acting superintendent candidate and negotiate with them for a contract to be brought to the board for approval.

Some of the most important responsibilities of the superintendent include ensuring that district employees work within the policies set by the board and that teaching and learning are effective and lead to academic progress. There are some immediate responsibilities that are also important for ensuring seamless day-to-day operations, like signing contracts and checks.

• We understand that this is a crucial question to be answered.  We've asked the investigator to examine this to determine if the district failed to act or was instructed otherwise.
• There have been no further reports or complaints about sexual misconduct during that two-month period while the teacher was still on campus.

• We are cooperating with the ongoing criminal investigation by local law enforcement.
• So far, one teacher and one former teacher have been arrested on sexual abuse or misconduct charges at the high school. 
• The high school principal was arrested and charged with failure to comply with mandated reporting obligations.

Since this is an open investigation with many agencies involved we will have to defer to their findings in regards to dates of alleged abuse.

An acting superintendent is appointed temporarily, often on short notice, to address an immediate need, e.g., when a superintendent is unexpectedly on leave. An interim superintendent is appointed to lead a district for a longer temporary period while the district conducts a formal search for a permanent superintendent. A permanent superintendent is an individual hired through a formal selection process to serve as the long-term leader of a school district.

The acting superintendent will host weekly media availability to update the public on progress related to this controversy. He is also scheduling staff meetings and school community listening sessions to provide updates and hear directly from our community.

The district has requested that an independent third-party investigation be conducted to examine what happened and how it happened. This investigation is not being conducted by the district. It will be conducted through NWRESD by an outside the region private investigator to ensure complete objectivity. 

This is occurring parallel to law enforcement investigations. The investigator will review district procedures, the enforcement of school board policy, the training that is in place for staff, and what the current mandated reporting practices are. 

At the same time, it’s not surprising to see that an increase in reports have been made with so much attention being paid to student safety and avenues for reporting concerns. Complaints received by the district have varying degrees of severity (e.g., “I was grabbed by the shoulder” compared to the disturbing reports of sexual abuse that have made headlines). All complaints will be taken seriously and thoroughly investigated. We will not minimize any concerns that are brought to us.

While everyone should report suspected abuse or neglect, some people in the community are required by law to make reports to authorities. These people are called mandatory reporters. All school district employees are mandatory reporters. School board members are also mandatory reporters.

• To date, the St. Helens School District has ten staff members currently on paid administrative leave in connection with ongoing investigations related to allegations of sexual misconduct or for failing to report sexual misconduct.

  • On November 13, 2024 (arrests/post-arrests):

• The St. Helens School District is cooperating fully with law enforcement and other outside agencies, as well as conducting its own investigations. The District will make employment decisions in an efficient and fair manner, consistent with due process outlined in employment contracts, collective bargaining agreements, and applicable laws.

Placing employees on paid administrative leave is not an adverse employment action and does not presume employee wrongdoing. Paid administrative leave is often used while investigations are being conducted. At the conclusion of the investigation, the District then determines the next course of action consistent with the terms of employment contracts and collective bargaining agreements, and as advised by legal counsel.

• The final report is expected within 45 to 60 days after the investigation begins. Once the investigation is complete, findings and recommendations will be shared with the community, as permitted by law and guided by legal counsel. Please note that the timeline may change based on developments during the investigation. The district remains committed to taking swift and appropriate corrective action.

According to OAR (OAR 407-047-0280): OTIS investigators must complete an abuse investigation and electronically submit the abuse investigation report for supervisor approval within 60 calendar days from the days from the date the report was assigned for investigation. An extension may be granted when an OTIS supervisor approves a one-time 30-day calendar extension when good cause is shown, such as critical information necessary to make an abuse determination is outstanding. OTIS will notify of this extension in writing and state the reason for the extension.

• Whenever a school community is faced with such serious allegations, it is entirely natural and appropriate that people will have a range of strong responses and emotions. Every person will have their own viewpoints about what they believe happened and will have thoughts about what should happen next based on their perspective.
• Thorough, independent, and unbiased investigations are critical so that the entire community can have confidence in what is learned along the way. It is also necessary so that district leadership, certificating bodies, and law enforcement can make appropriate decisions about the next steps and so that any consequences can be implemented fairly and withstand scrutiny, including any potential appeals. In short, our collective patience now is needed so that we can all eventually reach a place of closure with confidence.

• It was brought to our attention that Tom DeLapp was charged with financial mismanagement in his local school's foundation. The Northwest Regional Education Service District contracted with him as a service to support our district with increasing demands for public information. This agency is responsible for managing its procedures for working with consultants and independent contractors. NWRESD has shared that DeLapp came recommended to them through several Oregon school districts who have worked with him. They have also shared that he is a coach and trainer and received positive reviews from the National School Public Relations Association, Oregon School Public Relations Association, and AASA, The School Superintendents’ Association. 
• On Monday, December 9, 2024, he wrote to the Northwest Regional Education Service District and St. Helens School District that he was withdrawing from his contract providing services as a communications advisor. In his email, he shared that he is resolving the issue with full restitution by March 2025, and also acknowledged that his involvement with St. Helens undercuts our credibility to improve trust.

St. Helens School District has contracted directly with J.Marie, of J.Marie & Associates, to support our communications activities. She is a nationally recognized communications and community engagement expert, facilitator, leadership trainer, and presenter with a wealth of experience and expertise relevant to the issues we are addressing. In addition to being the founder and principal of J.Marie & Associates, she is a former communications director in the K-12 and nonprofit sectors in the Northwest. The district has conducted a background check of J.Marie, with no adverse findings.
